Its nylon hook surface attaches to the loop lining of an outer duty belt, providing secure and movement-free attachment to ensure that your belt-mounted holsters and accessories stay in place. Bought as a light weight belt for every day wear. Works great. Not much of a gun belt unless you carry a LCR.
